In small cities, the criminal activity creates a type of society with it's own culture, laws and "judger's". Those who are also involved in drug activity, are respected by the community and well seen by kids , because of their power position. This wheelchair guy is being accused of rapping kids. It doesn't matter if he didn't do anything tho, it prevents others of being in this type of crime in that social atmosphere, which is considered one of the worst crime, in criminal life.
